Inmates of IPOB/ESN jail system. These terrorists now run a parallel judicial system where people bring matters of business disagreements to them, and they extort supposedly guilty ones, and sometimes murder those who are alledged to have said contrary stuff about their organisation.

Some of the inmates are elderly, while others suffer from one ailment or the other. They sleep chained in open places under the mercy of elements. If inmates don’t have enough money to settle their matters, they can also extrajudicially murdered.
The most vulnerable inmates are police officers or government workers. Those ones are shown no mercy. They’re despatched to nameless graves immediately.
These terrorists running a parallel government will soon start collecting taxes from individuals and businesses if left unchecked.
